2016 SD Bills

This is a page I’m using to keep track of weekly updates to bills that have had action on the SD House or Senate floors during the 2016 legislative session.  This list is only updated once a week or so.

This year I have also added my stance. The only stance I would like to explain is “not opposed”. These are bills I don’t see a reason to oppose, but would also not care if they didn’t pass.

Here are my color codes for bill dispositions.

Green Bills have been passed into law. The end status I have for each of these type of bills are:

  • Enrolled – This is used to signify that a commemoration, concurrent resolution, or joint resolution passed both chambers.
  • Governor’s veto overridden by legislature – There was only one bill that survived a Governor’s veto this year. It takes 2/3 vote from each chamber to override a veto.
  • Signed by Governor – Most, if not all, bills will have this as their final status if passed into law.

Red Bills have been killed.  The end status I have for each of these type of bills are:

  • Defeated during conference committee process – These are bills that made it through both chambers. However amendments made in the second chamber were not able to be worked out during the conference committee process.
  • Defeated on House floor – These are bills that made it to the floor of the House, but failed to get a majority vote (or 2/3 vote in some cases). It could also include bills that have been tabled on the House floor.
  • Defeated on Senate floor – These are bills that made it to the floor of the Senate, but failed to get a majority vote (or 2/3 vote in some cases). It could also include bills that have been tabled on the Senate floor.
  • Deferred to the 41st legislative day – This is a way of killing the bill by assigning it to a nonexistent day beyond the legislative calendar.
  • Style and Form Veto by the Governor – This is a way for a governor to recommend changes to the style and form of a bill. It is treated just like a veto.
  • Tabled – This is the less nice way of killing a bill. No debate is allowed when a motion to table is put forth.
  • Vetoed by Governor – These are the bills Governor Daugaard felt worthy of vetoing.
  • Withdrawn – Joint Rule 6B-1.1 of the SD legislature allows the prime sponsor of a bill to withdraw that bill before it is taken up by committee.

Any bill that doesn’t have a completed status I have tagged as alive.
